Home composting introduction

Composting is a natural process that turns vegetable waste and the organic fraction of the waste into compost to use as fertilizer for agriculture or gardening. Applied in household composting is defined Home composting. The waste that can be composted are kitchen scraps, leftovers such as fruit, vegetables, meat, fish, funds coffee, egg shells, small bones and scraps of Maintenance of domestic green areas, such as foliage, flowers , cuttings grass, pruning branches. Composting can be done by using compost or composting boxes, mounds or middens owned or on loan.

The formula for calculating the amount of waste going to home composting is as follows:

AC = n. people adhering to the practice of home composting x 0.250 kg x n. days

For every citizen who has signed the agreement with the Municipality and that actually adheres to this practice, it is assumed an average daily value of organic waste amounts to Kg. 0,250.
Since this is a source reduction, the amount of AC does not contribute to the total of the training useful to the calculation of output per capita.

The amount of AC is evaluable only if there are the following requirements:


a. the City shall, directly or indirectly, to the collection of waste without the aid of street bins for the fraction of unsorted waste;

b. the City prepares a municipal regulation for the collection of the tax / tariff which provides for a concession agreement between the Citizen and the Municipality;

c. in the agreement between the City and the Municipality must be clearly explained:

  c.1 full name, social security number, full address, at least one address selected among email, phone or Ms-Messenger contact the Citizen signing the Convention;
  c.2 place of location of composting, where there is the option of entering the house number, you will need to indicate the geographical coordinates;
  c.3 commitment made by Citizen not to grant the municipal collection system, the wet fraction (CER 200108), and the municipality shall appoint an official of the composting activities control;
  c.4 signing of a waiver that allows the processing of personal data of the citizen that becomes available, in addition to the control procedure organized by the City, also to any checks and / or interviews that the Regional Observatory of waste may leave with any technology but not through third parties;
  c.5 application to the Citizen of a fee / appropriate rate at the lower contribution of municipal waste.

d. the person in charge appointed by the City Council shall, by the end of each month, to provide the Observatory Regional Waste a text file containing information relating to the previous month. This file must be prepared in the manner described below, or using the appropriate software prepared by the Regional Waste. The officer shall also communicate the number of checks carried out on premises where home composting. The minimum number of controls is established to the extent of 5% of the locations of the active home composting in the calendar.

The text file named AC_DenominazioneDelComune_AAAA_MM.txt (for example: AC_CastellammarediStabia_2013_01.txt) must be sent all'O.R.R. through the appropriate section of the portal http://orr.regione.campania.it



Regional Plan for Urban Waste Management

2nd February 2016 - Regione Campania has Launched the strategic environmental assessment procedure of the proposed update of the Regional Plan for the Management of Municipal Waste (PRGRU) in Campania.

Pursuant to Legislative Decree 152/2006 and subsequent amendments (Implementing Directive 2001/42 / EC), the Strategic Environmental Assessment applies to all plans and programs that can have significant impacts on the environment and on cultural heritage. In particular waste management is included among the issues for which it is requested that assessment.

The environmental assessment of a plan, which may have significant impacts on the environment, is aimed at ensuring a high level of environmental protection and contribute to the integration of environmental considerations into the preparation, adoption and approval of the plan, ensuring that it is consistent and contribute to conditions for sustainable development. The SEA process includes a preliminary phase of consultation of the relevant subjects on the environment (so-called scoping phase), the elaboration of the environmental report, the carrying out of consultations (also extended to the public), assessment (of the Plan, the Environmental Report and the outcomes of consultations), the expression of a reasoned opinion, the information on the decision and monitoring.

The "preliminary environmental report on the proposed amendment of the Regional Plan for Urban Waste Management of the Campania Region" (Scoping Report), prepared on the basis of the information contained in the documents "Guidelines for updating the Regional Plan for Waste Management Urbani in Campania", referred to DGR 381/2015, and the "extraordinary Plan of interventions pursuant to art. 2, paragraph 1 of Decree Law 185/2015"(concerning the strategy for solving the problems related to the storage of so-called eco-bales), referred to DGR 828/2015, it represents the instrument for the consultation of relevant subjects in environmental matters in order to receive support, information, observations and tips to properly calibrate the contents of the Plan Environmental Report.

Therefore, in order to define the scope and level of detail of information to be included in the Environmental Report, the Campania Region intends to initiate the scoping phase, since the preliminary moments of the activity of the proposed Plan update process, with parties competent in environmental matters, which are invited to comment on the contents of the scoping Report, through the use of scoping proposed form.

In addition, in order to acquire useful contributions to fully define "the scope of influence" of PRGRU, it calls on the same subject also comment on documents "Guidelines for updating the Regional Plan for Solid Waste Management in Campania", referred to DGR 381/2015, and the "extraordinary Plan of interventions pursuant to art. 2, paragraph 1 of Decree Law 185/2015", of which the DGR 828/2015.

- the "extraordinary plan of interventions pursuant art. 2 , paragraph 1 of Decree Law 185/2015".

The scoping phase will end on March 4, 2016.
