Environmental Education

In recent years the meaning of Environmental Education has evolved, according to the global and local scenarios to environmental, economic, social, cultural as well as new professional prospects, the development of information technologies, a greater and more widespread awareness about collective and personal responsibility for the quality of the environment, recognizing the need and opportunity to engage citizens in government land policies. Currently, Environmental Education involves all social actors, called at different levels and with different skills, to define objectives, strategies, actions for integrated activities of information, training and environmental education can be reflected on the environmental quality of our society.
In the last ten years, in Italy, the Environmental Education has assumed a particular importance and a growing space, not only for the high profile content that a plurality of subjects produced, but also for its location within a drawing institutional involving fully the State and the Regions.
The evolution of Environmental Education located right concretization in the Agreement between the Government, Regions and Autonomous Provinces of Trento and Bolzano on "Guidelines for a new joint planning between the State, Regions and Autonomous Provinces of Trento and Bolzano in the field Information, Training and Environmental Education (IN.FEA) - Towards a National System IN.FEA as integration of regional scale systems" enshrined in the session of the State - Regions Conference of 23 November 2000 (repertoire acts n. 1078), as well as amended in subsequent sessions. In implementing the Agreement, by resolution of the Conference (repertoire acts n. 1081 of 23/11/00) was also established the Permanent Technical State Table - Regions.

Regions attributed to the action of construction of the National Information System, Training and Environmental Education (INFEA) an innovative and highly significant importance to the undeniably important role that strategic lines of thought and action involved in land management policies and its resources. It should also be noted that the realization of the same National System process presents high degrees of complexity and that his pursuit of organic forms and balanced over the whole territory is not possible without a schedule that sees in the consultations and the ongoing dialogue between the State and the Regions main hub. The state and the regions have also long since developed forms of cooperation on this front.

The task of the Public Administration to develop educational activity, information, awareness raising, training and support to the process of cultural growth, which inevitably builds a balanced relationship with the environment can be found in the Network Systems which the Regions they are providing a versatile and dynamic support, already experienced in different situations, although there are wide margins of improvement that are also in the investment function that you'll want to do in this direction in terms of human, organizational and financial resources.

Campania Territorial Laboratory

By resolution of the Regional Council no. 5305 of 08/06/99, was approved the project "Campania Regional Laboratory", already set up under the Multi-Regional Operational Programme Environment 1994 - 1999. The project was also enhanced and expanded by subsequent resolutions (DGR n . 3093 del 11/04/2000; DGR n. 4069 of 07/09/2001). The project "Campania Regional Laboratory", coordinated and managed by the Campania Region, Area General Coordination 05 - Ecology Sector, has been realized in collaboration with the University of Naples "Federico II" (Department of Geophysics and Volcanology and Department Analysis of Environmental and Territorial dynamics) and the Technical Industrial Institute "A. Righi and VIII" in Naples.

Among the aims of the Campania Regional Laboratory there is the awareness of environmental problems, not only for teachers and students, at all levels of education, but also other social groups such as the elderly, administrators, entrepreneurs, researchers, etc. To these beneficiaries the information courses, education and training to promote the acquisition and consolidation of "environmental conscience", highlighting both the environmental problems, both actions to be taken for a sustainable use of resources were addressed. Nevertheless, the Campania Regional Laboratory has assumed considerable importance as a tool to connect and compare the various structures and those who for various reasons work on the environment and education area. Represented, in fact, an interface structure between the Region and Territory. With the Laboratory Territorial Campania and with the constituent Regional Network of Laboratories and Environmental Education Centres, the Regional Council has proposed as a programming entity and functional coordination between the public, private and all those working in the ICT field , Training and Environmental Education, in order to exploit the potential of the area and to ensure, in harmony and cooperation with all actors involved, the direct participation of citizens in the realization of activities and experiences.

IN.F.E.A. Regional program

The guideline document enshrined in the session of the State - Regions Conference of 23/11/00 has laid the foundation for constructive cooperation between the central government and the regions: in fact, involves the construction of a national system IN.F.E.A. right through the integration of regional-scale systems to be configured, then, as an orientation facilities, guidance, support, coordination and verification of experiences that they develop and propose the territory. From this context comes the Regional Program IN.F.E.A. 2002 - 2006, approved by the Regional Council Resolution no. 2231 of 07/06/2002, designed precisely to implement the decisions contained in the State - Regions. It was later signed the program agreement between the Ministry for Environment and Territory - Department for Sustainable Development - and the Campania Region, Department of Territorial Policies and Environment. Finally, on 28/02/2003, he was sent to the Ministry of the Environment, Directorate for Sustainable Development, the Executive Program IN.F.E.A of Campania.

In summary, the Regional Executive Program is divided into three main lines of action:

- creation of a Regional Network IN.F.E.A. of Environmental Education Centres (C.E.A.) surveyed and operating in the region ;
- update task for operators of environmental education centers of the regional network;
- Implementation of projects and environmental education initiatives on issues concerning the Report on the Environment was attended by medium schools of the Region, with the support of the Regional Network IN.F.E.A. of Environmental Education Centres.

At the meeting of the political technical committee IN.F.E.A. 21/02/2007 in the headquarters of the Permanent Secretariat of State - Regions Conference, was approved a policy document concerning "Process for the development of a culture of sustainability - guidelines and objectives for the new Planning Framework for Environmental Education". For the implementation of the political program, it was drawn up, and subsequently approved by the Regional Council Resolution no. 856 of 18/05/2007, the new Regional Program IN.F.E.A. for the years 2007/2010.
